Historic moment for Burma

An historic moment for all people of Burma and most of all for Aung San Suu Kyi. Last week she became a member of parliament. This is almost unbelievable, after spending nearly 2 decades under house arrest. Aung San Suu Kyi, the internationally respected leader of the NLD, was released only late 2010. In less then 2 years, the impossible has happened; the NLD is part of the new civilian government.

Still ‘shoot to kill’ by Burma Army

Is the Burma government truly taking steps towards democracy? As long as arbitrary killings are taking place in Burma, we need to watch the democracy process critically. Even now, the Burma army kills people in the ethnic areas in eastern Burma, according to eye witnessess of the Free Burma Rangers.

The Free Burma Rangers work in eastern Burma, with a focus on medical health, especially in the so called ‘Black Areas’; the area where the Burma Army used to have orders to ‘shoot to kill’. On the 9th of March 2012, a Karen volunteer of the Free Burma Rangers was shoot dead by the Burma Army in Karen State, while the Burma government have agreed to a ceasefire in Karen State early this year. And even more worrying, while the Burma government  talks about reforms and also international bans are being lifted.

Over the last decades, the Burma government again and again proved not to be able to take true steps on the road to democracy. How will the government of this new government respond to atrocities by their army? Will it put an end to these arbitrary killings, which always occur far outside the eye of the international media?  This will be key to be able to trust the new Burma government. Let them first show their true intention.

Burma ‘blacklists’ Rohingya children

While Burma’s new government has made important steps on the road to democracy, the situation of the Rohingya shows that there is still some way to go. The human rights organisation IRIN has presented a report on state discrimination against Muslim babies in Burma to the UN Committee on the Rights of the Child (CRC). 

Banning children

This report reveals a discriminatory policy against the Rohingya ethnic group in Arakan State in west Burma. This includes banning Rohingya children born out of wedlock from obtaining travel permits, attending school and, in the future, marrying.

Two child policy for Rohingya

Also a strict two-child policy for the Rohingya (and only the Rohingya) is still in place in Burma, and the same treatment detailed above applies to children born above that limit. The IRIN report says that families with unregistered children face constant threat of arrest. Only with “unending extortion” by government authorities they can keep their children safe. Around 44,000 Rohingya children are unregistered and have to live a fearful life.

Massive operations

As all human rights violations against the ethnic minorities in Burma are underreported, the situation of the Rohingya hardly seems to exist. The Burma government has launched several massive operations against the Rohingya over the last decades, of which the 1991 operation had the discriminatory name ‘Operation Clean and Beautiful Nation’.

Rohingyas denied

The Rohingya are until today simply denied by the Burmese government. Since the military junta came into power in 1962, the Rohingyas were officially declared foreigners in their one native land. In 1982, with the passage of the junta’s Citizenship Law, they effectively ceased to exist legally. Thousands of Rohingya nowadays live as refugees in Bangladesh, in very difficult circumstances.

Maakt Birma nieuwe vrienden?

Als er ergens nieuws was afgelopen week, dan was het wel in Birma.

De grootste oppositie partij de NLD heeft besloten zich in te schrijven voor de komende parlementsverkiezingen. De partij van Aung San Suu Kyi maakt daar mee kans op een deel van de 48 vrijgekomen zetels in het parlement, dat in totaal 440 zetels telt. Wanneer de verkiezingen zijn is nu nog onbekend.

De NLD deed in 1990 ook mee aan de verkiezingen en won toen overweldigend. Het militaire regime accepteerde het resultaat destijds niet en zette Aung San Suu Kyi voor jaren onder huisarrest.

Jarenlange opsluiting

Maar nu doet de NLD dus weer mee en dat is een goed teken. Allereerst omdat de kieswet afgelopen maand is veranderd waardoor gevangen leden niet meer geroyeerd hoeven worden. In een land waar tegenspraak al decennia bestraft wordt met jarenlange opsluiting, is dat een belangrijke stap. Zeker voor alle oppositie partijen die nogal wat leden achter de tralies hebben zitten.

Burgerregering

Het is één van de stappen in een goede richting van de ‘nieuwe’ regering. In maart van dit jaar droeg het militaire regime het stokje over aan een burgerregering. Wel hadden veel dezelfde mensen zitting in de regering, nadat ze hun militaire post hadden opgegeven. Of anders speelden de voormalig militaire leiders een nog even belangrijke rol achter de schermen.

Clinton op bezoek in Birma

Hoewel de hoop op verandering klein was met deze nieuwe regering, zet zij nu toch positieve stappen. Afgelopen vrijdag kondigde de Amerikaanse president Obama een bezoek aan van zijn minister van Buitenlandse Zaken, Hillary Clinton. Zij bezoekt Birma in december en zal dan ook Aung San Suu Kyi ontmoeten. Het is het eerste bezoek van een Amerikaanse minister aan Birma in 50 jaar.

Voorzitterschap ASEAN

En één dag eerder, op een topberaad van ASEAN in Bali, werd Birma gekozen tot voorzitter in 2014. Het voorzitterschap veranderd bij toerbeurt, zoals bij de EU. In 2006 was Birma ook aan de beurt, maar dat werd toen afgeblazen door de andere ASEAN leden, omdat Birma weigerde om iets aan de mensenrechtensituatie van haar land te verbeteren.

China’s mega-dam

Maar er was nog een belangrijk moment, al een maand geleden. Toen brak Birma de afspraken met China af over een te bouwen mega-dam. Terwijl China en Birma al in een vergevorderd stadium waren in dit miljoenenproject, besloot Birma de opdracht eenzijdig af te blazen, tot grote woede van China.

Andere vrienden

Al deze ontwikkelingen wijzen erop dat Birma andere vrienden aan het maken is. De innig trouwe bondgenoot van China lijkt zich meer te willen richten op ASEAN en op het westen. ASEAN was altijd al tegen de nauwe samenwerking tussen Birma en de grote economische reus China. Deze overkoepelende organisatie zal een meer open houding van Birma toejuichen en beloont dat met het voorzitterschap.

Nadat Birma grote broer China zo heeft afgewezen afgelopen maand, zag Obama zijn kans schoon om serieus in contact te komen met Birma. Zowel de Birmese president Thein Sein als Obama hadden haast om goodwill te tonen naar elkaar. Beiden wilden ze klaarblijkelijk de boot niet missen. En met succes.

Door beter contact met de buurlanden van ASEAN en met het westen, wil Birma de kans krijgen zich internationaal weer op de kaart te zetten. Na decennia van mis-management staat het land er zeer berooid voor, als één van de armste landen ter wereld.

Democratische hervormingen

De grote vraag is nu of Birma het tempo bij kan benen. Zal het democratische hervormingen door blijven voeren, of willen de machthebbers nog altijd koste wat kost aan de macht blijven, ten koste van de hele bevolking?

Birma heeft nu stappen gezet in de goede richting. Vroeger deed de regering zonder gene weer rustig een stap terug wanneer het hen te heeft werd onder de voeten. Gezien de wereldwijde revoluties en de interesse van Amerika, is het de vraag of er ooit nog een weg terug is. Laten we hopen van niet!
